Seven-Year Delay in Tattoo Reform Implementation in Wales Deemed ‘Unacceptable’

The Senedd’s legislation committee has condemned a delay of more than seven years in rolling out reforms related to tattooing and body piercing, calling it “wholly unacceptable.”

In 2017, the Welsh Government introduced the Public Health Act, which included a new licensing system for tattooing, acupuncture, electrolysis, and body piercing.

At the time, ministers highlighted the inadequacy of the existing legislation, citing inconsistencies in enforcement and the need for stronger public protection.

The Welsh Government also praised the potential benefits, stating that the licensing system would reduce NHS treatment costs and improve individuals’ health.

However, more than seven years later, the regulations to enforce the mandatory licensing scheme are finally scheduled to take effect on November 29.
